Catching up on my e-mail this morning after a great track day at
Roebling Road (Savannah GA) yesterday. Not on the KLR BTW.
I have a Cogent Moab shock and Cogent springs with Race Tech
emulators in my 02 KLR.
It's a huge improvement over the stock suspension.
Prior to installing the Cogent shock I had the Cogent springs and
Race Tech emulators in the forks and a heavier spring (Big Gun) on
the stock shock. The heavier spring was an improvement but it was too
heavy and I couldn't get the rear sag set properly so I then bought
the Moab shock which made a huge difference over the stock shock with
the Big Gun spring.
I don't like to bad mouth any product but I've seen the 420
Progressive innards and I wouldn't waste my money on the 420.
For the rear I'd recommend you either install a heavier spring on the
stock shock or wait until you can afford the Cogent Moab shock.
For the front go with new springs and the Race Tech emulators. The
emulators will allow you to adjust the compression damping and the
weight of oil you use will set your rebound damping.
If you can afford it go with the total package from Cogent. Talk to
Rick at Cogent and he'll give you a discount on the whole package.

SMS, I've been enjoying the follow up information on your question on Lowering; this is a good helpful list.
I did lower my 08 1 1/2" with links and lowered front end. This was with the standard shock and rear spring. did not like it at all, even on #5 setting I could not get the sag any where near correct. I TOOK IT OFF. Put the bike back stock. But I still wanted to lowered bike...

for help in making a decision on using their after market spring with my stock shock. With my weight, and 3 piece Pelican bags I decided to go with the heavier of the three offered. Had local Kaw shop remove old and install new (safety issue)...
I installed the shock w/new spring, re-installed the 1 1/2" links and dropped the front end 1 1/2." Now I usually keep the shock setting on the lowest or #2. I am not fully loading the bags but and very satisfied with the ride, sag and performance of the new spring. Part of me would like to have tried the middle weight spring, but not wanting to pay the shop charges to remove and install springs I haven't. Hopefully before New Years I will have taken a trip with full camping gear that will cause me to appreciate the heavier spring even more.
Down side:
I cut 3/4" inch from side stand to obtain enough lean angle also ended up cutting 1/2" from the center stand. Fortunately I have a good friend with a muffler shop and wire welders to make my mods complete.
