brake sticks after new tires

vista-cruise on an 08
I pulled the grip off of my 08 today to see how the Vista would go
on. There are a few things that are in the way so I snapped the below
linked images and would like to ask if this looks like the previous
year klrs look prior to fitting the Vista Cruise on.
There is a plastic tube on which the grip sits but it has a flange at
the housing end. The Vista will not fit between the grip and the
housing without cutting down the flange first, this because the lever
and pivot both are too wide. Once that flange is cut off/down I think
it would fit but I will not be able to shove the grip on too far or
it will scrub against the side of the vista laterally. I cannot fit
the vista over the plastic tube since closing it enough to engage the
screw causes the vista to clamp down on the tube so they can only
turn together.
Is this similar to what pre 08s look like, ergo am I being OCD again,
and if this is different has anybody dealt with this and how?

brake sticks after new tires
Ok this is new to me. I have done brakes on my KLR before and never
had any problems. I put new tires on the front and back. After
replacing the wheels on the bike, the front brake doesn't seem to be
fully releasing. When you spin the wheel then pull the brake it stops
the wheel fine but then you have to push the brake lever the rest of
the way out with your fingers, to the point where it clicks that little
pin in.
Second question, my front brake lever does not activate my brake light,
is this a malfunction or doesn't only the back brake activate the light?
