A guy in Steamboat did something similar but mounted the box 90-degs from what you have. All he used was longer bolts through the rear rack- -functional and inexpensive. It's pretty strong and seems to hold-up to the bumpy stuff. As for lockability and safefy, I'm yet to find anything a South American thief could steal in 10 seconds.
