I had a similar problem on another bike, (hydraulic clutch), due to
lessening disengagement of the clutch. Lower gears have a larger
diameter than higher gears, so the disengagement / engagement problem
progresses up the gears (N, 1st, etc.). I suggest starting with the
cable / adjusters 2mm free play, make sure the clutch release arm (top
of right side cover) moves 1 -3 mm. If it's floppy or doesn't move,
you'll have to pull the cover and check for warped clutch plates,
binding clutch springs, damaged spring plate or spring plate pusher,
and a badly notched basket or hub that won't let the plates slide
freely. I'm sure there's other even more expensive things, but I'll let
others fill that in. Most of the time it's the release arm pusher
mechanism not moving far enough. Good luck! Get an FSM if you don't
have one already.
